Yuri, why do you insist on knowing what everybody else would do? Are you a CIA certified psychic? I recall when raze was still allowed in war, after it had officially been removed. Some kingdoms abused that bug, others did not. Would you feel differently about the situation if S&B had confirmed it being a bug?

Don't be so naive. Look at the charts. They've always been dominated by those who are willing to do what it takes to get there. Just last age a kingdom farmed an ally to make a run at the top, banks took advantage of GBP early age to get a jump on everyone else, alliances go into fights where they outnumber the opposition. When looking at this way, it does appear that 60% and below probably wouldn't be able to break the larger kingdom unless it was running an elite based orc kingdom, but even that is stretching it.
However, given spread - it's much more likely if the medium provinces sent out, they could be pulled down with relative ease, and the small provinces with armies sitting. This is all theory though, it completely depends on build. The larger provinces probably wouldn't have to fear any form of reprisal unless it was a well organized KD that could afford to A) Bounce wave them down or B) Op them down (Whilst suffering high failure rates due to NW difference).
The capabilities of the top isn't really much beyond aiding though, given TMs won't be that much and razes only destroy buildings in war. What this basically does is turn it into possibly 5-7 ineffective large provinces, basically taking gains worth 2. So we'll assume effectively, you're really battling 20v25, the smaller KD in the 70% range, if used effectively actually has an advantage in a short term gains war in my honest opinion, but they're more likely than not going to earn a war win.
However, when you drop below the 50% range (Realistically, 55% is not much difference as previously said by Luc) - you're basically running the risk of not being able to break pretty much anyone in the KD. 80% of the opposing KD could basically send out and not have any form of fear of being retaliated, and the additional 20% could choose to turtle or risk sending out. But regardless, there is close to nothing that the smaller kingdom could do in this scenario. This is even with a relatively major spread. Unless you had two 30K acre provinces buffering the KD NW, I don't foresee any hope in this situation.
That's the difference between 70% and 50% and below. One could be done with relatively good strategy, the other is pretty much hopeless in any scenario put forward for the most part.
Just thought I'd clear that up from a mathematical perspective.

I'll admit I don't know for sure about secrets maybe they would maybe they wouldn't. I guess that depends how much #1 really means to them.
its just good whoring to continually hit kds that dont retal, can we all agree on this? We've left land def hitting this kd before, and it went unretalled. It was definitely not baiting, just knowing that we can get free acres here usually. They over retalled, and now we need to defend ourselves and the game allowed us to do that, so we declare. Im not seeing a bug abuse that you seem so happy to try to defend.
Yes agreed Realest, which is why it's a shame the kd is being punished for getting the balls to retal. And you damn well know it's a bug of the war range, don't be an idiot. The game allows for a lot of things that are wrong, doesn't make any of it right.
As for the bug abuse complaint, everyone has abused bugs this age because it's new code and the age has been buggy.
If you hit an orc before a few days ago you abused a bug because plague wasn't working properly. If you stole from an elf, you abused a bug because clear sight isn't working properly. If you sent a non ruby dragon, you abused a bug because it was doing a ME penalty.
For some strange reason, I don't see how not getting plagued is comparable to declaring on a kingdom a third your own size.

Personally I don't think kd's that are unlikely to win a war against a kd has any business outhitting that kd. They already get protection from other mechanisms, and those mechanisms are not weak at all. And if you don't outhit the other kd, they will never get the button in the first place, which practically means the war range mechanism is useless. The ratio of outhitting they need to do to keep even on gains will prevent you from giving away the button. The meter is unlikely to max before the bigger kd gives up to find some better target to hit.
