As long as you don't go past "tough battle" you don't get a penalty though
The idea isn't to gimp your converts very hard by punishing you for oversending, its just to encourage you to send the right amount.
Questions:
1. Cleric looses are only on troops used in battles, not for thieves and wizzies. Am I right?
2. Peasants massacrated simplly dies, they don't transform in soldiers. Am I right?

Thanks. I'm also curious why is such a difference between Human and Avian elite (in terms of training cost). Also, Dwarf elite, which is weaker in my oppinion, it's 900 gcs. Are you sure this are the right values?
Different races have different elites - its for balance. Im not going to get into a massive analysis but if you look at human for example you see he's got an income bonus to balance out the cost.
And Dwarf has free buildings, which is a pretty significant eco bonus.
And a BE boost, thats another huge eco bonus and also helps the entire Province.
The conversion rate is dependent on the % specs of your entire offensive army. The actual conversion number is a combination of the rate and the total specs sent. For example: 15% of 1000 specs = 150 elites converted, whereas 15% of 100 specs = 15 elites converted.
Since you want to convert as many of your specs into elites, you'll want to send as many specs as possible in the TM army, regardless of the conversion rate. I also suggested that you only use 3 generals for that attack and send your left over elites on either another attack or just bounce a TM so that you don't lose any if you're attacked by someone.
You gain 3 advantages from doing this (especially during war):
1.) You won't lose elites to attacks, only NS.
2.) You inflict casualties to the enemy province.
3.) You have the potential to spread the plague to the enemy through the either bounce or successful attack.

How does TW + AD work for faeries? Do half the pezzies who die from TW get revived as soldiers?
I'm pretty sure that that only applies to actual military units.
