IMO as a long term Halfer rogue, Kidnapping is fine. Yes it does less but as you said you do gain the pessies. With reduced BR spending 15% stealth on some kidnaps always helps compensate.
But ultimately, nothing compares with MS. When you login and see MS for 10 days you know it's gonna hurt, no other op comes even close. And Prop as an aid in war is pretty much useless, gaining 5 or 10 wizzies or in some cases gaining nothing on a successful op is ridiculous. Prop is extremely selfish with the only real gain being honor. Your stealth is much better spend on NS with regards to damaging opponents, and even then you would need to spend a lot of stealth to even come close to the damage one MS can do.
Ultimately, Halfers need the ability to do something that really hurts. One faery mystic spamming MS can ultimately do more damage in 1 wave than 2-3 halfers can do in the same wave, and that need balancing. Personally, I would like to be able to use Arson as a real damage dealer, but at the moment the return on investment is just not worth it. As a Rogue with Greater Arson, I should be able to make someone really notice I've hurt him, but ATM I would need to use 100% stealth to make a difference. Compare with a couple of thousand runes and 3-4% mana..I still lose on damage.
