Just like dwarf//artisan, there are very few types of orcs that can be played.
Orc should get a better bonus, or avian should have their +30% gains removed. Elf should get access to all spells, or have an economy boost. -50% draft for orcs and -50% wages for elves worked well for both of those races to be used a lot. WIthout them, they are the lowest 2 used on the server. their numbers combined equal less than that of Gnome, which was aimed to be strengthened by making thievery stronger, yet weakened by splitting into two races.
If the goal is to try to see who has the closest guess on how many people will play elf without going over, then maybe this current way is most effective. However, if the goal is to create races that accomplish certain things in order to promote balance through variation in the game (like most other games seek to accomplish) then these lack of changes are going in the wrong direct. Sure Gnome and Halfer accomplish this, but avian and orc are so similar and very limited in options they can perform (Tactician, Warrior) and elf is just all around weak with it's lack of economy, DE is more or less forced to be a t/m (which elf cannot even do effectively).
