if its a good target that i can get good acres from then hell yes. Point is, if he played with his kd he wouldnt be a good target and i wouldnt hit him in the first place. Its really as simple as that. Protecting the provinces that go solo just means more people will screw their kd over for their own personal gain.
Actually we're getting off topic. This doesn't just protect those solo provinces who outgrow their kingdoms. What about normal legit provinces who play as a team in a weak kingdom? They will be protected too. Just because this will protect that occasional solo province doesn't mean that these other kingdoms don't deserve protection from abuse.
normal province gb protection already protects the kd if everyone is at the same size like you said.

15m nw kd can only hit provinces in 12-18m nw kd's.
i think you'll find that most smaller (team playing) provs are well out of the way of top kd's by the 4-5th week, so i hardly see that as reason to implement this...
the only people who get hit by top kd's are those that have outgrown their kd

THere are a million and one way people can play, if there currently is protection according to NW disparity between kingdoms, i think that should be increased.
Any land traded between kingdoms of disparing NW should be greatly reduced, both ways and conflicts between even sized kingdoms encouraged.
Top kd-s have theyr big banx, why not let smal kd-s have theyr smal banx:) If they ar actiev and helping theyr kd in any way possibol, i dont see why this option should be removed. KNRG is only problem when that smal "bank" can hit back, and if he can, then he is NOT usless for hes kd. Can do good retalling with quad razes, for example, aid sols/cash. Just teach the nubs how to play, they will respect hes size ad listen ;)
skeleton, jus cuz a prov is larger than its kd, it does not make it a bank. You need to get sufficient size to do banking functions. Furthermore, these nubs are just ghetto explores, running high drafts to turtle, hence they dont have any economy whatsoever.
