Depends on where you are and your conception of the law. My conception of the law is that it only applies as far as it can be enforced. In other words, it is a set of agreements between certain people living in a certain territory that you do not do certain stuff. People who do not agree with that, or choose to ignore it, are called "Criminals". The majority has pooled it's resources to make sure "criminals" are "punished" by removing them from society (temporarily or conclusively), inflicting physical pain, or forcing them to part with a part of their belongings. In other words, the law only holds so far as it can be enforced. In placed it cannot be enforced it does not exist (Lawlessness).
