If you don't want to get declared on, then don't hit someone 8 times when they have hit you less than 8 times.
Provinces in small kingdoms already get a gains bonus and gangbang protection to protect them. If you're outhitting the other kingdom up to 8 attacks, then you seem to be the aggressor and its probably not a bad thing that they have a way to retal effectively.
