i think at least making an activity meter would help a lot - something like average time spent online per day.
That can be very misleading to begin with, you can have someone that has army in and out all the time but dont spend more than say 1 hour online and then you can have nubs like me that spends quite some hours online in utopia but never bother with having army in/out. So that would make me more "active" ..
