Chastity should not be for normal relations, its more damaging in the long run than most spells that are not available until unfriendly.
And Bishop is right, if you are going to remove the accuracy of intel then please remove the random factor in attacks. If the defending prov has exactly 1000 def, make sure 1001 offense succeeds. Last thing you want is for the intel to be 4% out and then have the random factor moving it even further out, things like that will completely ruin the game for anyone starting for the first time.
Looks like you no longer need plague to stop birth rates. Chasity + Storms will be a good combo if ya want to hurt someone with low peseantry out of war. Best to make Chasity atleast unfriendly.
It a good combo to help get rid of inactives though.

no, you merely need to send a decent amount of thieves i.e not 10 out of 4000, to get decent intel.

Why do Halflings list Sabotage Weight +40% AND Thievery Effectiveness +40%? Does that mean Halflings are +80% (or +96%) effective on sabotage and only +40% effective on espionage?
I am glad that they have removed +15% theivery bonus from both Human and Avian. On the other hand, why the +15% spell success to Gnome? You are simply destroying the two Mystic races! And why does Halfing ($550) have stronger leets than DE ($650) and Gnomes ($400). I would prefer if Halfing has 4/6 for their leets? It makes no sense to give a Thievery Damager offensive leets as well. Halfing will be way overpowered.
Both Merchant and Mystic Personalities are still too weak. It would be nice if Merchant were given + 50% income and Mystic +1 mana per tick along with access to all spells.

Effectiveness is a direct boost on your modified TPA value, weight is your chance of success. So for espionage you still get the TPA boost, just not the added chance of success.

I have to agree Chastity is a game-changer spell, way too strong for normal relations. That will lead to nightmares for devs, too, I think. Should be unfriendly/hostile only. It's even a superpowered spell there.
Edit the sodding changes so it doesnt contradict itself. The first post says CB and CE will not be random this age, the third post said CB will be random (absolutely w*nk idea). I want proper confirmation of whether its random or not, ie Thunder, Sean or Brian.
also, please confirm that:
a province running ONLY 100 thiefs will get best accuracy on the INTEL if he sends ALL 100 thiefs !!! and will be SAME ACCURACY as for a province that runs 3000 thiefs and sends all 3000 thiefs to gather the intel.
... all the great thievery bonuses to Halflings and Gnomes ... and we have Elves a mystic race with no chance to come even close to Dark Elves ( i doubt elves will pass over 200 players this age )

i was planning to be A/M, with high watch towers. now it seems that out of war i will need high tpa to be able to find targets and get reasonably accurate intel is that right? surely this weakens attackers because you need to waste more troops to find info on targets o.o.w unless you constantly have a thief online to get info for you. it's not like switching between thieves and offense is as easy as switching between build strats you know!
or o.o.w are we just meant to explore?
