If someone used multiple accts (and ran them himself) then that is a different rules violation. And a whole different thing to be complaining about. If there is proof then its ban worthy but you can't go back in time and these things do happen.

But as the original post states along the lines past blood should not spill into wars. Handle your diplo and it wont it is as simple as that.
