There is nothing for the game Administrators to handle.
8:13 are not multi's and have not broken any rules. Each province is an individual and legitimate.
2:16 through ignorance of the mechanics of the game have gotten into an unfavorable situation. There are no provinces in 2:16 that share any resemblance to any of the players in 8:13. Specifically as has been alleged, Meta, is not under the control of or related to any of the accounts in 8:13.

2 provinces are required to hit (from both kds) in order for a war to be declared. This happened.

As Bishop has stated, there were no rules broken in this situation and there is no action for game Administrators to take.

I will state for the record that this situation has presented certain areas of the mechanics that will be revised for next age (whether that is Genesis or WoL, whichever comes first). But I reiterate, game rules were not broken.

If you feel that a Kingdom has unfairly(subjective to your point of view) taken advantage of the other, that doesn't constitute cheating. Having a (or several) small province(s) to bait an unsuspecting Kingdom into war isn't a violation of rules. There are advantages the smaller Kingdom has that it can use to do damage. Do the community a favor and reach out to them and help them see, teach them there are things they can do in the unfavorable situation they have gotten themselves in. Help this be a lesson to them such that it doesn't happen again.
Wars are baited all the time, it's not a rule violation.

1) Don't care about what exactly? I'd like to know what I'm choosing to care or not care about from your point of view.

2) There is nothing to prove. All provinces in 8:13 are individual people, you probably know them. The provinces in 2:16 that hit into 8:13 are also individuals completely unrelated and independent to the ones in 8:13. Enlighten me as to what needs proving, and I will gather evidence.

3) If you believe there is a flaw in the current war system, there is a Suggestions Forum for you to help make the game better and more enjoyable. I hope you use it so that we can use our best effort to create a better game for everyone.
