Dwarf Artisan are to sick powerful atm. either nerf dwarf BE to 20% or Artisan BE to 10%.
Cause think of Dwarf Artisan flatrate buildings...insane....
Give Halfling +10% pop. Keep +10% pop in shepherd.
Boost Mystic and Merchant.
If you nerf Dwarf please nerf Avians a bit too, give them -20% attack time instead

Gnomes are weak atm, the weakest race. +10% pop and they are in the game again. Then if people want to play Gnome Shepherds the numbers would be similar if someone went Avian Shepherd.
Dwarf Artisan is way overpowered but I am no guru I could be wrong but I guess you guys gonna play Dwarf Artisan =)
I would actually run gnome/arti instead of gnome/shep though if they got atleast +10% pop bonus :/

does this mean that when I have 0.001 wpa and I try to cast mv on someone with 178985 wpa I have 30%+ chance of succeeding the cast?
-1 off specs for Human is a bit of a token gesture! Like anyone is going to use off specs even at 5/0 with an 8 offence Elite.
I like the changes for the most part though and a lack of balance is not necessarily a bad thing, in moderation - Dwarf Artisan vs Garden Ornament with any personality is a massive inbalance though!

my question is: 0%+30% = 30% or 0%*1.3= 0%. As far as I can read it, it is the first option.
