I think this is correct anyway. I was about to build libraries, but when I calculated their effects they seemed very poor value. In real terms those 10% libraries are giving you just 1.192 / 1.101 = 1.016 bonus to population - i.e. an extra 1.6% to your population than if you didn't have libraries. Sure they also boost your other science bonuses too, but I'm not convinced they are worth the land.
someone once made some stupid calculation, that total books/acre / 100 = % of libs you should run (so, 500 bpa = 5%, 800 bpa = 8% etc)

i dont think libs are really worth it until you are getting over 1200-1300 books/acre, and you would want a decent amount of those in pop =)
