That statement is iffy because it reads "completely accurate" but we'll have to wait and see if it's 100% accurate with no margin of error or if there is still that 3.5% margin of error. From the way that change was made it sounds as if all intel will be 100% accurate but I've been around long enough to know they don't always change things correctly.
T/Ms apparently = black sheep of Utopia.
The 3.5% margin is on offense/defense on attacks, not intel. SoM will still be accurate troops out no matter what you send, as it is now.

I'm not sure what the whole deal about mana out of war was about to begin with, honestly. To me there seems to be two advantages to + mana/tick out of war (both of which are stupid, IMO):
1. Paradise. I don't see why elves should have some advantage in being able to dice more than others. "Yay I can cast paradise more often!" shouldn't have anything to do with an elf's core role in the KD or overall strat. Balancing a race around something like paradise is just stupid IMO.
2. Extended Hostiles. This is also stupid. Dragging out a hostile indefinitely is annoying and it defeats the common interest of a quick and decisive war. There's just no reason it should be buffed as a strategy in general.
Elves are still better than they were last age and they weren't bad. They're still potentially the best super-mages as well as having good A/M hybrid potential. With Quick Feet, a more attacker-oriented hybrid can sacrifice a little mana for 10% reduced attack times (thereby negating the raxx requirement for <12 hour attack times in war). You don't have to use QF if you don't want to, but it can be very helpful. I say this playing a dwarf A/M this age.
Speaking of which, is there any reason QF was removed from Dwarves? I never thought Dwarves needed to become marginally worse attackers. Meh.
