Did TheOne mean Pandas aren't allowed to explore anything because were engaged in the awar?
While someone being neutral is free to explore, attack, pump and free to do as they wish.
Its a lot more costly to be participating in the awar compared to be neutral and do exactly as you want. The situation for Pandas vs TheOne was far better before the awar compared to what it is now.
Edit: These "rules" apply for BB and the rest also?
