if they were 200% nw then that puts them out of range at war start I would think. Doesn't say that it makes a difference how it was declared anyway.

Not sure if that is really relevant honestly ... from what i can see wsk has moved their acres up to their t/m, upper core and cows. Most of these provs wouldnt have many targets oow.

They probably got pool available so once that is used and the chained provs get back up they will be right back into it.
