I play this other game whereby instead of "Sitter" it is called "substitute". Name is irrelevant but I like the concept and think most players here would agree it is a better Mechanic and works well.
Just like sitter you assign someone to "sit" your province for x amount of days. BUT the person being sat can also log the account! People are wary of assigning a sitter if they're only going to be gone for 24 hours and MAY miss a wave. But give the players an option to provide 1/2/3 days sitting AND also log the province themselves as well as the sitter will cure both of these problems.
Obviously either player can cancel the sit/substitue at any time. On the game I play you can only "substitute" for half the amount of time you are active in game. EG 30 days, you can have a substitue for 15 days and you have to build it up again. Like wise Utopia could keep its 14 day maximum to stop this being abused.
If Utopia introduced a system whereby the person being sat can Log the province as well I believe it would generate A) more money as people missing waves can assign a 3 day sitter and still log which will appeal to more people. Some people do not apply a sitter as they'd rather miss 24 hours than 3 days of game play and B) provide Monachs some comfort if they have people who "may" not be able to hit but knowing they too or someone sitting can log the province to hit.
It could be the case that "substitute" option, the player sitting can only do military attacks/ops.
