ED said they wouldn't accept a blank cf. ED said they would keep hitting until a deal was struck.

Of course FS were aware of all this. The moment FS offered that blank CF everything was already planned. FS would declare themselves not hostile, cease hits a few hours. Pyro waves. FS resume hitting after pyro wave and claim ED kept hitting them making hostile valid again.

To be honest I felt this kind of play coming the moment FS claimed themselves being not hostile. (Conveniently as soon as they reached max meter and couldn't retal efficiently anymore).
