I'm not going to lay out every possible scenario where an outside plunder is/is not ok. Everything is situational, and putting an absolute call on this ("outside plunder right before a war should never be allowed under any circumstane" as you seem to suggest) is superficial at best. I'm not interested in "what if's", I'd much rather focus on what actually happened and judge based on it.

Facts:
1. Emeriti and DD are not, and were not, in the past, in any mutually beneficial alliance with each other.
2. Emeriti never colluded with DD to conspire against DD's war target.
3. Emeriti never expected DD's plunder and took the hit by surprise.
4. Since DD was not tagged, every other kingdom in the server were free to hit DD without consequence.
5. Since DD was not tagged, DD was free to hit any kingdom in the server (except for the ones tagged) without consequence.
6. DD's war target was also not tagged during hostile, so there was no reason to stop any kingdom from hitting into our hostile
7. DD was aware of the possible consequence for plundering a crown kd immediately before the war. DD still went along with it. DD received a couple razes from Emeriti but was able to prevent further damage due to an excellent diplomatic skill.
8. DD never razed outside the war since the beg of war, and Emeriti proceeded to mind their own business.
9. Meanwhile, RoO continues to raze into DD's war. I think the last count was 71.

In this situation, DD did nothing morally or ethically wrong by plundering Emeriti, whether or not DD tried to "dodge" it, that is irrelevant.

We followed up on our promise. We havent done anything wrong, if you dont want to respect other peoples hostiles (which is pretty standard approach in Utopia ) then why should people respect your war status? So I dont see why this has been a issue at all since you dont respect other peoples conflicts then you shouldnt have any issues with Sheister razing into your wars to begin with.

How much money is okay to take from outside the conflict right before declare?
If RoO and you were on even footing and RoO plundered 200m gc then hit declare, would you complain?
You guys said you expected retribution from Emeriti, so you were okay with them hitting into your war. You hit into RoO's active hostile previously. So really tagging and relations means nothing to you, any hit is okay so long as it is retribution, so why complain about Sheister's hits or RoO's hits? It is retribution!

It is my belief that there can't be one besides 0. So an example of 1 million or 200 million makes no difference. Nor should 6 million and 100 billion. But if you can draw a line other than 0 why not 1 more gc on top of that continuously? I realize logic is difficult for you and you might not understand but it's okay just answer the question and I'll walk you through it.
