But if you are just max gaining the entire war, the enemy could be chaining your provinces and effectively disabling the provinces, rather than just take acres and then have that enemy province take the acres right back. it seems like a max gain war could go on forever, couldnt it?

If both kingdoms are max gaining, how does one determine a winner?
