It would have been a double hostile, in some people eye's, sure. But it would have been a better situation than what we have now.
It was done with Simians/Sanc/HoH a few ages ago. I made the same argument then... Everyone knew Simians were coming for HoH, we were trained up and ready. But because Simians noticed all 3 KD's, Sanc had the right to wave them. Once HoH retalled Simians, that sealed the opponents and any hits from Sanc after that would constitute a double hostile.
Once AMA and Pyro left war, CR would have no cf and would be free to wave immediately.
