Proteus, flogger only goes MIA after losing wars(such as to you or spgc). Although that age he was pretty inactive leading up to the war. Think he was busy with work or sometin. Of all the people i've seen in this game Flogger is by far the most hard core active player when active(especially in war) and the most hardcore inactive person when he decides to be so.
