There are top kds whose entire age plan is predicated around baiting farm wars from weaker kingdoms. Emeriti, for example, successfully baited farm wars from significantly weaker kds 3 ages in a row -- CP in the first age, fluffy in the second age, and then that ghetto OOP this age. BB got multiple farm wars this age. etc. Nesta was posting earlier in this thread about how he would be happy to get the button from kds like yours. The reality is that that outcome, frankly, is one of the best outcomes for a top kd at any point in the age.

None of the top kds have any issue NW dropping -- even to 50%- of their NW -- in order to declare a war that will result in them gaining significant land on the top, particularly on their t/ms and calves. And no one will stop them from NW dropping and declaring on you, or protect you from getting razed out if you opt to wave them first.

The other issue, of course, is that you are fundamentally limited in what you can do. The meter prevents you from being too aggressive because you hit a threshold at which your ability to retal gets capped or you give them a farm war while they can still do 2+ full waves on you per day.
Actually that is only true if they yield button control.
As long as they are willing to get trashed to bits to ensure you dont crown you are the one with limited options.
They would need proper setup/nw spread to ensure they can do the dmg ofc, as well as knowledge of your cf's timing out, but those are all details most of which your direct competition will readily supply to them under the table.

I am not trying to persuade someone to grief someone else, but I will gladly help a fellow utopian with advice on how to fight back against someone griefing them.
